I would have thought there’d be a crackdown by now but I don’t really know how this stuff works.

A significant part of IT-related security is obfuscation. The Feds telegraphing what they’re doing, where they’re looking, or who they may already have under surveillance (or even arrest) would be stupid. As sattv4u2 pointed out, all that would do is help others avoid detection.

And let’s not forget that this is what the internet looks like. There’s a LOT of ground to cover, and they’re basically chasing a bunch of shape-shifting phantoms.
