Problem is that there’s too much temptation now to cram as many of Batman’s “rogues gallery” and his assorted friends/ally into the story as possible. Already we’ve seen at least three major villains, four if you count Carmine Falcone.

True, but they can’t possibly do much with some of them. The Riddler is just there to say “See! We’ve put Edward Nygma into the story!” And Poison Ivy was shown as a poor kid with an abusive dad, but she’s far too young to really be a factor. Selina Kyle has some promise in the sense that they could start planting the seeds of her relationship with Bruce Wayne, and her witnessing the murder makes her interesting.

I’m convinced that Fish Mooney is just a cipher. We all know Carmine Falcone isn’t going to die and she’s not going to kill him. She’s there to give Penguin someone to aim for. Emperor penguins prey on fish, so it makes a twisted sense.
