So many people have such a basic misunderstanding of what a scientific theory really is that in the popular press, it should essentially be described as “fact”.

As an engineer, Newtonian “theory” is - for all practical purposes - fact. It is certainly used that way. For the average person that is worried about bridges falling and cars crashing, the relationship to the theory of relativity is just semantics.
