Property taxes. That was their choice; raise property taxes or pay a fee.

OK. So they’re not really wanting something for free then. They have been paying for it in the form of taxes. The city’s expenses have gone up, for whatever reason, and now they need MORE money to pay for the trash collection.

Is that right?
