I doubt it. He was pretty soundly rejected by the GOP last time. His appeal was to the Neo-cons and they’re been pretty much purged out of the Republican party in favor of the social conservatives and libertarians. The party is leaning libertarian for now so candidates like Bachmann, Palin and even Ron Paul have more appeal to conservatives than Rudy.

I agree, sadly. I think he might be an excellent candidate, but there are too many things against him. I don’t think he really has the fire in his belly, he’s a three-times divorced social liberal, he’s Catholic and Italian, he’s decidedly urban…
