The general isn’t under civilian control: that’s what makes it martial law. That and the military holding trials.

I don’t get why this is challenging people so much. You can have a massively repressive police using military weapons and tactics without having martial law.

The general is always under control of the president or a dictator himself in which case he is no longer just a general. Sorry you refuse to get that.
