I’d question doing it (non-developing placement of a future villain) at all. You’re essentially just wasting episode time for a cameo that is essentially meaningless for the development of the series.

Either approach is fraught with hazards, which is why I figure it can’t work past a single season. A monthly comic series can afford to devote itself to a single character for the duration of a storyline, same as a 2 hr movie. A TV series based upon cameos would too quickly burn itself out.
