No, he’s not. He’s saying that rapes are going to happen. He’s not saying anything about the responsibility of it, other than to say it’s the rapists entire responsibility for the act.

He’s also saying that if there is something that one can do to diminish the chance of rape, then, if it’s not a restriction on freedom one can’t live with, one should do it. For example, going out with a known rapist is a bad idea.

The fact is that attractiveness of the woman does not increase the chance of rape, and so anyone advising that women not be attractive in order to avoid being rape is either ignorant of that— reprehensibly ignorant— or is using that construction to say it’s really the woman’s fault.
