The self-driving car software has different requirements than a browser. It doesn’t matter if your browser crashes, so software like that gets pushed out with a lot less testing and review than software for critical systems.

A change in the software for cellular towers at a company I worked for required a line by line review in a review meeting. Vastly different than the code reviews for the desktop applications I worked on, which required one person to view the code changes, and for it to pass tests by our testing team.
