Absolutely. The bomb made no sense. That bunker had no impact on the ability of the police to approach the building. People in the bunker would not have had a line of sight to fire down upon somebody standing in front of the house. The only to fire on the street would have been to step OUT of the bunker and approach the edge of the roof. Dropping that bomb is an example of panic, which is the point I have been trying to make. The officer in the helicopter might have had the chance to think it through later, but as far as he knew his fellow officers took fire from the bunker and it had to be destroyed. If somebody had actually been in the bunker at the time of the bomb (there wasn’t) and been killed in the explosion, I don’t think that officer could have been charged.

It sounds like you excuse ‘panic’ in the right circumstances. I don’t. That’s what training is for.
