Ugh, I hate to use this term, but the words in the URL feel so Orwellian to me. This deal is not a “victory”, it’s not a “compromise”, and it’s not “bi-partisan” (at least, in the sense of what that word should mean).

No tax/revenue increases at all, and the TPGOP already whining about so-called defense cuts that might or might not take place? Granted, there’s no balanced budget amendment, but still - do you call it a “victory” if someone demands you chop off all four of your limbs, then “relents” and lets you chop off only two?
