considering that forrest was a huge confederate hero,barbour may have felt he had to tred lightly on the issue.That being said,leaders should lead and not waffle over things,forrests activity in founding the kkk should have been a slam dunk as far as refusal to honor him on a licence plate goes.
all barour did was make himself look weak,and piss off all parties concerned.
