For the uninformed…is there a difference between rubber and wooden bullets? Seem to me that both would hurt equally.

There are whole families of ‘less-lethal’ rounds, from rubber-coated steel to beanbags. ( Each has advantages and problems.) Those wooden blocks seem to have one virtue, they won’t enter the eye socket easily.
