I still haven’t found a primary source on this, but it looks like The Obama has just pissed off Sarkozy by writing a letter of praise to Chirac hoping they can work together over the next four years.

I suggest that “Smart-Diplomacy” now be renamed “Special Olympics-Diplomacy”

Mostly I’m seeing this around the right blogosphere, but then (via Digg, of all places) I found a link to a very brief story (in French) in Le Figaro, dated March 19th. I don’t know anything about Le Figaro, though.
