What law, where?

I do confess that I am not a lawyer, but I’ve heard time and time again that laws regarding the use of force by police give them a great deal of discretion, to the point that the officer must only show that he had a reason to believe he was threatened in order to use deadly force. I’ve heard it here in Philadelphia, I heard it when the pointy heads were discussing the Michael Brown case, and I’ve heard it way too many times.
