He doesn’t understand that EVERYBODY has cell phones, especially urban populations? Or that a lot of the neighborhoods in Syria that are now war zones were once prosperous middle class neighborhoods? Does he think that everyone outside the US is a dirt poor subsistence farmer whose children work 16 hour shifts stealing jobs from Americans?
