I’m getting desktop pc for daughter for college. is 4gb ram sufficient for vista.

Vista minimums.
Based on experience setting up a number for hardware and software test.
Processor; single core 3.0Ghz +, multi core 2.0Ghz +.
I’d take a multicore 2GHz over a single at 3Ghz.

2GB Ram, 4GB is better. Never can have too much memory.

The big bottle neck for Vista graphics. Do not use share graphics, have a separate graphics GPU. 256MB per screen, 3D and Direct X capable. When Vista has shared graphics it really bogs down.
