Because there are so many sheltered dogs, they want cut down on,,, well,, MORE dogs

Umm… maybe you should read what it’s about. It was to repeal a law (approved by voters) that would mandate inspections and safer conditions for dog breeding places. They wanted to go back to the cruel and despicable conditions that these puppy mills previously operated in.
