For me the discussion is about how we characterize what is going on.

I brought up PAYGO. Which is exactly why these bills are NOT being supported by Republicans.

Under the PAYGO rules a new proposal must either be “budget neutral” or offset with savings derived from existing funds.

Take notice that Harry Reid, and Franken do not mention this. They don’t think that PAYGO should apply. Why? Because THIS is an emergency. Well everyday you can characterize all spending as an emergency.

Try and run a budget that way…. you can’t.
