Okay, so they want not only DHS, but also the FBI (who has no jurisdiction outside the US) and the DNI to sign off on every…single…refugee individually. This bill seems less about making sure that America is kept “safe” and more about further complicating the process in the hopes that these refugees will just give up and apply somewhere else.
