The relevant regulations are the maintenance of official records and the handling of classified data. Both of these cannot be assured by the way Clinton conducted business. I have never called her a criminal, and I wouldn’t over this. My argument has always been that the way she handled this was stupid. She’s been in politics all of her professional life. She wanted to run for President. She had to know this wouldn’t go away.
