I don’t think the FBI should be kept together at this point. They have a wildly toxic history, and should be split into three pieces.

A Domestic Law-Enforcement Agency (Could the US Marshals Service do that?)

A Domestic Counter-Intelligence and Anti-Terrorism Service (Like MI5)

And a Law Enforcement agency that deal explicitly and only with Crimes on Native American Reservations, and dealing criminals who go on and off the Reservations (Their is nothing in the world like this. The US would have to figure it out on its own).

Dividing agencies doesn’t clear the problem, it only spreads it around. The problem is not the agency. The problem is specific people within the agency that need to either be retrained or removed. Specifically, though, the guy at the top is causing issues.

What you’re seeing in the FBI is what the Bush administration wanted to do to all of the executive departments. A lot of their appointees became “career” personnel specifically to wreak this kind of havoc in the government.
