If that was his intention, thus far, he has failed.

I believe he was hoping for a replay of South Ossetia, hoping Ukraine would shoot first and give him the pretext for an invasion. Without which he’s trying desperately to argue that the world should allow him to march to Kyiv and reinstall Yanuk, and that doesn’t seem to be as popular as he figured.
