Having a go bag isn’t a bad idea per se. If you’re living in quake country (which besides from CA includes around New Madrid MO, Charleston, and even up into New England and Mid Atlantic, you’ve got forecasted threats like hurricanes and blizzards that can result in life threatening events.

But to have one specifically for the military conducting a pre-planned exercise? Seriously? These are the same people who complain that the US military is being gutted by Obama despite the US spending more than the next 8-10 countries combined each year (albeit most of that going to programs that should be shuttered all while personnel still get less than what they should).
