Yeah, a few days ago, he was well ahead of FDRs pace. Now, he’s slowed down a bit, but considering that Congress and WH are under GOP control, there’s no reason for him to be issuing these EOs when Congress could pass the laws enacting this stuff. Except doing it the old fashioned way - with legislation - opens up the procedure to public scrutiny and Bannon/Trump lose control of the message and information control. And Democrats would exert what little pressure they have in Congress to slow.
