Depends, many of the truly illegal sites/spammers use bullet proof hosting. It’s turned into a real criminal service, with groups like Russian Business Network.

Others do use legitimate hosting providers, but in many cases they are so large and resold through so many layers that they can’t actively police content on their servers, and only take action when a complaint is made.

Other cases fall somewhere in the middle, some hosts take free speech very seriously, and will only remove content with a court order. Others drop stuff with a simple email.

The internet really is the wild wild west some days.
