I think in that shot the seated tea party folks are obscured by the top of the building. I believe what you’re seeing is mostly the surrounding counter-protest.

Here’s a good side-shot of the crowd:

The Tea Party folks are the seated group in the lower-righthand corner. The counter-protesters are around them on all sides, including the top-right. There a few Gadsden flags but almost all the signs visible are the opposition.

Fairly small, overall. It would likely have been bigger on both sides were the weather not so wet and cold.
