Why in the world would anyone pay Chuck to read his tweets? Blocking doesn’t really stop anyone from reading them.

Also, it would violate Twitter’s rules:

Selling or purchasing account interactions (such as selling or purchasing followers, Retweets, favorites, etc.)

Blocking / Unblocking and following are account interactions, it’s against the terms to sell them, even on an individual basis.
