As others have noted, there isn’t enough time to do a mob style, bottom up investigation that takes 6 years or more.

If the GOP takes over next January, they will hamstring any DOJ investigation and have the ability to start impeachment proceedings against DOJ officials.

Also, the moment Trump declares his candidacy, he is effectively off limits.

That can’t be true as he’s already declared, didn’t he? Paperwork wise?
