Yes. People buying ammo for home defense should use highly friable rounds that have little chance of penetration to minimize danger to passer bys.

What you so correctly say is exactly the problem I had with the Brady Campaign; they were campaigning against some of the actually safest bullets, because they were deadly when they hit the target. That is kind of the point.

You have a point, but there should not be a law about it. Such rounds are fairly expensive and I’m not a fan of jacking up the cost of self defense.
