I’m not sure what to think of this article. Looking on the official website, http://appropriations.house.gov/pdf/Recovery_Bill_ Div_A.pdf and using Safari, i was able to search for and find everything I tried. Am I missing something?

I could search it, too. Perhaps they were just trying to slow things down, as it’s probably more cumbersome to search, copy and cite things from a pdf than it is from html text. Or it might be much ado about nothing.
