No, an off duty cop is same as a trained up CCW holder, except he may be more likely to make an arrest rather than just call 911 if the bad guy runs off. In the car they are really similar circumstances. The bad guy has the advantage-benefit of surprise. The off duty cop has to work the moment like anyone else.

Cops have far more training than your typical CCW citizen.
