So recording, in itself, is not a breach, depending on where it happens. A SCIF isn’t a magic no electronics zone with guard dogs and cavity searches, and the situation room, according to wiki, seems to have specific rooms to make cell phone calls from. Also, I would guarantee Trump has tweeted from that room, and *the Boss sets the rules*.
