The impression I get off of KT is that he thinks people should just get off the street and show polite respect to the proper authorities.

‘proper respect’ meaning ‘keep your head down and stay where I can’t see you’.

And if you don’t, you are provoking My Wrath and thus deserve what you get from the police/judge/jury.
