I feel there should be laws about the unsafe discharge of firearms in any circumstance. I think that a reasonable jury of citizens will let off those who were responsible in their usage, and hold accountable people who were not.

The problem is that defending yourself before such a jury entails ruinous expense to many people. Moreover, it’s still a crapshoot: Sometimes juries convict simply because one side has the better lawyer. I’d rather err on the side of not bringing charges, and I’d prefer laws that did so as well.
