Send more, and get nasty then, and say the word victory. I’ve heard the rules of engagement over there are getting to be like Viet Nam.

The rules of engagement were made by the General in charge that felt by killing too many civilians by accident was just making more insurgents. Getting nasty does not work if you piss off the population in so doing. We found that out in Iraq, when we decided to join with the tribal chiefs.
