I recall before the 80’s when police in Gary did not bother with anyone who was not dealing commercial amounts of the stuff.

a cousin who was at an art school in philadelphia back in the 70’s recalls having the cops show up at the apartment for some situation involving a roommate. cocaine all over the coffee table from where people had been doing lines. cops took a look at it and then pointedly ignored that. the assumption was that it wasn’t altruism about cocaine, but simply that philadelphia cops in the 70’s were so corrupt that seeing cocaine out on a table for recreational use just didn’t rise to a level that they wanted to spend time writing up an arrest report for.
