I like the big pile of tobacco they removed from a bunch of cigarettes. I guess they were going to refill the cigarettes with some other substance?

actually, that looks like bulk tobacco and premade tubes with filters for rolling your own smokes. I used to do that because the tax on bulk tobacco was actually less since it was classified as pipe tobacco and not cigarettes. (former smoker)
