Hmmm… not sure there is an alternative scenario. Either private entities do benefit - such as pharmaceutical companies using the research results funded by taxes, or they don’t.
You are probably thinking of a different, but similar, thesis than the one I’ve stated. Namely, that private entities would have benefitted more if they weren’t taxed to begin with. That is something which would be hard to test, given that we don’t have a control.
