My reasoning on why Obama is a political coward.

Bill Clinton established the “Don’t ask, don’t tell policy” in 1993 thru an Executive order. If Obama really wanted to end it, all he would have to do is draft another executive order repealing it. Instead, he hands it off to Congress and claims thats the best he can do.
