Mr Johnson’s argument seems to depend on believing that encrypted documents are automatically classified documents.

It’s quite plausible that a courier could know a set of files are related to a topic, and to know the files are encrypted, without having to know any specifics of the contents, much less how those contents might be viewed by third parties.

Seems to be complaining about something, but not to clear as to what.
