As long as they have good drainage, they should be fine. Technically, it’s a zone A level area. As long as nobody drowns, nobody will care that 12,000 prisoners were put at risk. But if pumps fail, a low lying block isn’t evacuated and a bunch of people drown, then Bloomberg is going to be helping NYC pay off some considerable law suits.
