Yeah. That’s my point. The rest of what you said really doesn’t matter. Find somewhere. An army base, a FEMA camp (helicopters!) etc. “It’s too hard” is not an excuse.

Hell, even the possibility of the prison being without power, which might happen, seems pretty dangerous.

There should be a plan in place, but the day before it is ‘too hard’. There are no secure holding facilities with empty cell space to be had, and an army base is about as secure as a Boy Scout camp (all their designs are to keep bad guys out, not in).
