Behind on rent doesn’t mean can’t afford to pay it. It’s rational for renters not to pay rent and get a free ride. What’s the downside?

You think all 6.4 million households behind on rent are just getting a free ride? And all 3.6 million facing eviction are bad tenants who deserve to be homeless?
