Power usually comes in off a street pole. Maybe they didn’t bring an extension ladder.

Modern high end alarm systems (the kind I’d assume a US rep has) have cut line detection circuits - it’s pretty simple too since active land lines deliver a constant incoming voltage. These systems also have integrated cell transmitters and battery backup power. Cutting the phone line runs the risk that the system will alarm before you’ve breached the perimeter, especially since land lines are usually the last system to go down in a legitimate natural disaster like a storm. The only reason to cut the land line is if you know the exact layout of the system you’re attacking or if you need to temporarily hold off a massive hostage response, since the alarm company will call for a car to investigate first.
