I say
If you are in hot pursuit of someone who has broken the law, you run them to ground without stopping to tie a scarf around your hair or cover your arms or legs if they run into a Mosque. However, for simply asking questions, that is fine but should not be part of uniform for anyone other than those who actually have to go into a mosque
