See my 406.

I can link directly to the San Remo Manual on the Law of the Sea, citing the relevant sections, as well as a link to the PDF for the US Commanders manual, citing relevant section for you to read.

It is very explicit and clear, but the links in my 406 are a good summary.

But I’m not arguing the legality. I’m saying that people on a ship at sea aren’t bound by the same assumptions as they would be at home (or abroad, for that matter) where the police have clear jurisdiction and there’s a clear presumption that they’ll be treated fairly by an objective legal system. (That’s not a swipe at the Israelis - it doesn’t matter who was responsible for the raid in this sense.)
