Serious Question; What extreme low will Chuckles have to hit before Twitter finally blocks him?

Given that Twitter has allowed actual stalkers - people who make credible threats - to continue to use their service, I’m not entirely convinced it’s possible for UpChuck to go far enough to get blocked.
