This could be a provocation - you know, someone reports this to the authorities (as they should, as decent citizens), and the authorities come swooping in. Then the emailers begin caterwauling about how they’re being persecuted.

Or, they could be serious, and not have thought it through. Sometimes, people are that stupid and wrong-headed.
