Yes. No flowers means no peppers. It’s likely what Killgore suggested. Not the season, if outdoors or indoors not proper light.
Other then that if you’re fertilizing either stop or cut back on the nitrogen at least until they flower. Once they do flower they should self pollinate but you can help by giving the plant a shake now and then.

isn’t flowering determined by the length of sunlight in a day?
